The index of drought monitoring is based on indicators of water resources state, which include volumes stored in reservoirs, piezometric levels in aquifers, circulating flows in rivers and rainfall data. Depending on the values of these variables are set different levels of risk of drought conditions. It is therefore an indicator oriented to the monitoring of hydrological drought, thought to the establishment of monitoring and contingency plans. -Normality >0,5 -Pre-alert 0,3-0,5 -Alert 0,225 -Emergency 0,075 Like any system of indicators added, some areas are defined to be characterized with the index obtained. This zoning is based on the regulated operating systems in each River Basin District. The values of the river basin district are obtained by weighting according to the volume of demand for water in each regulated operating system in relation to the total demand in the river basin district.
