Hydrological state indicator
General sub direction of planning and sustainable use of water (SGPUSA), belonging to the MARM, publishes a monthly drought monitoring map, according to data provided by River Basin Districts and River Basin Authorities.
The index of drought monitoring is based on indicators of water resources state, which include volumes stored in reservoirs, piezometric levels in aquifers, circulating flows in rivers and rainfall data. Depending on the values of these variables are set different levels of risk of drought conditions.
It is therefore an indicator oriented to the monitoring of hydrological drought, thought to the establishment of monitoring and contingency plans.

Like any system of indicators added, some areas are defined to be characterized with the index obtained. This zoning is based on the regulated operating systems in each River Basin District.
The values of the river basin district are obtained by weighting according to the volume of demand for water in each regulated operating system in relation to the total demand in the river basin district.
The percentage of demand for each river basin district in relation to Spain's total demand is calculated in each period, to assign a weight to each river basin district.

Regulated operating systems (A River Basin District has several regulated operating systems. Regulated opertating systems are the units for which hydrological index is calculated.
Each regulated operating system has a hydrological status for each month:
-Normality: drought risk is considered low or very low.
-Pre-alert: the risk of drought is defined as a medium.
-Alert: the risk of drought is considered high.
-Emergency drought risk is very high.
